NEGOTIATIONS for Commercial Treaty are about to be resumed by American Commissioners.
As Chinese Commissioners, Shêng is replaced by Wu Ting Fang, and the place of late Liu Kun Yi is taken by Yuan Shih K'ai. Chang Chih Tung and Liu complete the number.
I am informed by United States' Minister that draft Treaty is more in consonance with British Treaty than the original draft, that his Government is anxious to see the abolition of li-kin carried out, and will require more definite guarantees in this sense than are contained in the Mackay Treaty, and that the rate of duty which they will be prepared to accept as compensation for li-kin abolition will not be so high.
